The Account of the Activities in The Health Sector for the Second Year Anniversary of Governor Akinwunmi Ambode- led Administration in Office.

 

 

MANDATE OF THE MINISTRY

 

Health is a fundamental right that needs to be nurtured and supported for economic growth and development. This specific potential of health has informed the State’s vision to employ best practices at all levels of care “to deliver qualitative, affordable and equitable services to the entire citizenry, applying appropriate technology and driven by highly motivated staff”. As the State Government is celebrating its 50^th anniversary in this era of technological advancement and infrastructural renewal, our core mandate to protect, promote and restore the health of Lagosians and to facilitate the unfettered access to quality healthcare services without financial or other barriers, still remains a resolute commitment.

 

Basically the role of the Ministry of Health is largely one of overall sectoral oversight with specific functional responsibility for coordination, policy formulation, quality assurance, compliance monitoring, evaluation and the regulation of health services in the state.

 

Lagos State health policies are in alignment with the national health policy which is to establish a comprehensive health care system, which has as its cornerstone primary health care that promotes, protects, prevents, restores and rehabilitates the health of citizens in the State within available resources to assure the social well being and productivity of individuals and communities. By virtue of its robust private sector, Lagos State boasts of a State health system that encompasses both public and private providers of health services and provides the population of the State with health services in line with best practices.

 

Within the decentralized system, Ministries, Departments and Agencies (MDAs)are the key structures through which the State’s health policies and strategies are implemented. The main institutions involved include :

All the stakeholders in the health sector have an obligation to ensure that the right of every citizen to access affordable and equitable healthcare services irrespective of gender, culture or socio-economic status is attained. There are adequate and appropriate policies to back health initiatives and protect client interests.

 

 

 

1. PROJECTS AND ACHIEVEMENTS IN THE LAST ONE YEAR (WITH PICTURES)

 

• UPGRADE OF INFRASTRUCTURE

 

The focus of this administration is to continue the upgrading and / or renovation of or facilities at all levels of care, completion of ongoing projects, execute new ones where necessary especially in those areas where there are none, as well as their preventive maintenance.

Some projects were awarded and executed during the period under review; ongoing projects were completed to boost infrastructural growth with continuous upgrading and renovation of facilities.

 

• Tertiary Institution – LASUTH
• The road network within the hospital was repaired and in some cases upgraded.
• Operation light up Lagos initiative was extended to LASUTH/LASUCOM with the entire complex lit up especially at night.
• Completion and Commissioning of the New Critical Care Unit LASUTH
• Completion and Commissioning of the Helipad at LASUTH.

 

• Secondary Health care facilities

The upgrade and renovation of infrastructure in public secondary health care facilities were essentially to provide quality services at this level of care to decongest the tertiary health facility from attending to patients that could be appropriately managed at lower levels of care and to promote facility ambience and patient satisfaction.

• Completed Construction of sewage treatment plant in Somolu and Apapa General Hospitals.

 

• Primary Health Care Board
• Procurement and Installation of 2 walk in cold rooms for the cold chain store
• Commissioning of 14 renovated comprehensive PHCs, with procurement of medical and office equipment for 15 PHCs in the State.

 

• HUMAN RESOURCES FOR HEALTH

 

In general, training and professional development of staff in the health sector is accorded the priority it deserves by this administration as health workers are equipped with updated information and skills to enrich qualitative and optimal health service delivery at all service points.

 

• Lasuth / Lasucom
• A Second kidney transplant was carried out in LASUTH in June 2016
• The Mirabel Centre, an affiliate of the department of Family Medicine, has continually been involved in the management and sensitization of involved parties and the public with a view to achieving a significant reduction in the cases of sexual assault in Lagos State and also to encourage reporting of such cases
• A team of Korean doctors, in conjunction with KEPCO Electrical Company and Vision care International Limited provided free Cataract surgical operations for 100 (one hundred) patients in LASUTH from 9th – 15th October, 2016

 

 

• Engagement of 70 additional resident doctors.
• LASUTH received awards as Tertiary Healthcare Provider of the year from the Global Health Project in 2016, and the World Quality Award 2016 in the Gold category by the Business Initiative Directions (BID).
• LASUTH produced the first female Cardiothoracic Surgeon in Nigeria, Dr. Mgbajah Ogadinna Adannaya.
• 13 departments were awarded full accreditation of 5 years after visits by the West African Post-Graduate College of Surgery and the National Postgraduate Medical College in 12 specialties. Similarly, the facility’s Physiotherapy department was awarded full accreditation of 5 years by the Physiotherapy Board.
• The hospital has employed a total of 548 (Five hundred and Forty Eight) staff, which cut across various cadres of medical and non-medical personnel who have since resumed duties.
• Successful accreditation of the Dental Program in Lagos State University College of Medicine (LASUCOM) which is the only State College of Medicine with a Dental Program.
• The college won the 1^st position in the National Inter – Medical School Quiz competition at Ahmadu Bello University in November, 2016.
• The College also graduated the first set of Physiologists (10) and Dental Surgeons (7)

 

• School of Nursing Complex
• Admission: Recruitment exercises are conducted annually for the School of Nursing and Midwifery. 84 Student Nurses were admitted annually into Sets 2015, 2016 while 93 Student Midwives were admitted annually into Sets 2015, 2016 and 2017.
• Capping and Strapping ceremony: As a pre-requisite for indexing with Nursing and Midwifery Council of Nigeria, all students who were admitted during the reporting year Set 2016 Student Nurses and Set 2017 Student Midwives were Capped and Strapped after successfully completing a 6 months examination exercise conducted by the respective Schools. 40 student nurses were capped and strapped for the 2016 set, while 20 student midwives were capped and strapped for the Y2017 set.
• Capacity building for Nurse/midwife educators: This took place between 18^th January – 5^th February, 2016 and the training was organised with the support of PATHS 2 on Help Baby Breathe (HBB) and Advanced Life Saving Skills (ALSS).

 

• LEADERSHIP AND GOVERNANCE

 

• Lagos State Government, in collaboration with relevant stakeholders successfully hosted the 2^nd African Conference tagged Emerging Infectious Diseases and Bio – security 2016 from 27^th to 29^th July, 2016. The outcome of the conference was to provide the impetus for adaptation of relevant policies and practices in Biosecurity, Bioterrorism and Bioethics.
• The Public Private Partnership (PPP) in Health Policy was validated in October, 2016.
• Validation of the Human Resources for Health (HRH) situational assessment report for the year 2016 and HRH policy for Lagos State was conducted on the 24^th of March, 2017 at the Lagos State Ministry of Health.

 

 

 

 

• SERVICE CHARTER

 

• A performance assessment for all Secondary Health facilities that were service chartered or not was conducted in January 2016.
• Independent task force monitors were inaugurated as quality assurance monitors on customer centric quality techniques in September 2016 and their base line report submitted in November, 2016.

 

• PROGRAMS

 

The Ministry during the year, continued to execute the following programs with the primary objectives of prevention, detection and treatment of diseases with public health significance such as HIV/AIDS, Malaria, Tuberculosis/Leprosy, Ebola Virus Disease, Avian Influenza, and Preventable Blindness etc.

 

• Integrated Maternal Newborn and Child Health Unit (IMNCH)
• Capacity building for 48 health workers at the PHCs on Integrated Management of Childhood Illnesses (IMCI) case management plus Reach Every Ward/Child (REW/C) in November/December 2016 at Dover Hotel
• Implementation of 3 rounds of 2016 National Immunisation plus days (NIPD), 99%, 93% & 67.5% of the targeted population (TP) were reached in the first, second and third rounds respectively which held in all the 20 LGAs in January, March and April 2016.
• Implementation of two rounds 2016 Maternal Newborn and Child Health Week (MNCHW); total vaccinated for OPV3 – 11,889 (17%), Yellow Fever <1yr – 11,394, Measles – 11,587, TT2 – 11,854. Total supplemented Vitamin A given – 2,302,139, total de – wormed – 1,599,141. Total MUAC (Mid Upper Arm Circumference) clients screened – Green – 2,284,858, Yellow – 71 and Red – 10. Total birth registered – 2,048 and Total counselled on KHHP – 174,638. Zinc/ORS – 465, number of LLIN issued to 1^st ANC Women – 6,956. HIV Counselling and Testing – of the men screened 547, WCBA (Women of Child Bearing Age group): 1358 screened, children: 1224 screened, pregnant women: 1660 screened. For Family Planning Services, 372 were placed and given injectable, IUCD – 65, Implant: 26 and pills: 589.
• Implementation of the first and second rounds of Year 2017 NIPDs in which the 1^st round was conducted from 25^th – 28^th March, 2017.

 

• Reproductive Health
• 4 rounds of Integrated Last Mile Distribution pilot for Malaria, Family Planning and Reproductive Health commodities in Lagos State. A total of 443 public health facilities across 12 LGAs were supplied with FP commodities.
• Town hall meeting on Maternal and Child Mortality Reduction Program (MCMR) was held at Ikorodu LGA in October, 2016. At least 2,000 key community members were reached and 5,000 mama kits, 30,000 Misoprostol tablets and 32,000 Maternal and child health booklets were procured.

 

• First Baby of the Year
• This annual event/celebration took place at General Hospital Badagry, MCC Amuwo Odofin and Lagos Island Maternity Hospital on the 1^st of January, 2017 with the first Lady as Special Guest of Honour.

 

• Continuing Medical Education
• Three Continuing Medical Education sessions were carried out for Lagos State health care workers with about 412 participants in attendance at the meetings. The topics were Modern Surgeries in collaboration with the Narajana hospital India, 26^th to 27^th September, 2016; Stress Management/Current trend in Family Planning in 21^st October 2016 and Optimum Data management for effective health care delivery in Lagos State on 31^st of October, 2016.

 

• Eko Free Health Medical Mission
• Eko Club International Free Health Mission was carried out in various LGAs & LCDAs in Lagos State – Isolo, Ikorodu, Lagos Island, Ejirin, Epe, Eredo, Ibeju – Lekki and Iru Victoria. A total of 5,000 people benefitted from the mission.
• There is an ongoing Lagos State Free Health mission with a plan to visit all the 20 LGAs, 9 LGAs – Ojo, Badagry, Oshodi Isolo, Amuwo odofin , Ajeromi, Apapa, Ikeja, Surulere and Mushin have been visited. So far, a total of 80,576 patients have been seen out of which 52,835 were attended to at the General Out Patients Department; 4,111 were screened at the dental unit, 6,668 were counseled and tested at the HCT Unit and 16,962 had their eyes screened out of which 10,745 were given glasses.

 

• Motor Park Health and Safety Program
• This was carried out at the Ikeja Motor Park in October, 2016, with a total number of 438 drivers screened using the breath analyzer test analysis in addition to other screening tests were conducted. 150 drivers were counselled and 191 had their eye tested.

 

• Limb Corrective Surgery
• 60 clients were screened for limb deformity in October, 2016, out of which 13 clients benefitted from surgeries in LASUTH, 12 clients benefitted from Orthotic devices and 8 clients benefitted from physiotherapy.

 

• Goitre Control Program
• 42 clients were screened for goiter in August, 2016, out of which 18 clients benefitted from surgeries and 19 from anti – thyroid medications.

 

• Mental Health Training Program
• A total of 93 health care professionals were trained on mental health at LASUTH in January 2017.
• The World Health Day was celebrated on the 7^th of April 2017 with the theme: “Depression: Let’s Talk”. The proposed State Mental Health action plan include; a mental health parley, the establishment of Lagos State Mental Health Platform, continuous capacity building on mental health and inclusion of data on mental health and disability in the State’s HMIS framework.

 

• Blindness Prevention (School Eye) Program
• A total of 7,394 patients were screened out of which 3,799 were given glasses. A total of 1,103 patients benefited from sight restoring surgeries in collaboration with Indo Eye Foundation in November, 2016.
• 491 pupils were seen out of which 174 were given glasses.
• Vision corridor bill boards were installed in 180 public primary schools.
• Specialized eye equipment were purchased and disbursed to secondary healthcare facilities that provide Eye care services. These include 3 ophthamolscopes, 1 silt lamp, 2 cataract sets, 1 applanation tonometer and 1 operating opthalmoscope.

 

 

• Epidemiology (Disease Surveillance) unit
• The unit succeeded in the rapid containment of Lassa Fever outbreak in February 2016 and also the containment of Cholera outbreak in October, 2016

 

• Malaria, HIV & TB programs
• Global Fund Grant on HIV/AIDs Control was awarded to the State in December 2016, implementation of the grant awarded commenced in January, 2017.
• 117 additional TB treatment (DOTs) Centres and 7 additional TB Microscopy centres were established to bring the total number of DOTs centre in the State to 578 DOTs centre.
• 8 new additional GENEXPERT machines were installed in the last one year.
• Review of Y2016 Malaria Annual Operational Plan (AMOP) and the development of the Y2017 Malaria Annual Operational Plan (AMOP).

 

• State wide wellness week
• 4^th round State Wellness Week entailing screening for Hypertension, Diabetes, Cancers of Breast, Cervix and Prostate in Lagos East Senatorial District with flag off in Apapa – Iganmu LCDA was carried out from September 19 – 23, 2016. A total of 15,233 clients were screened out of which 6,182 (40.6%) were hypertensive, 1,537 (10%) were diabetic and 2,806 (18.4%) were referred for further treatment from 19^th – 23^rd September, 2016.

 

• Occupational Health and Safety
• A total number of 2,977 workplaces were inspected from May 2016 to March 2017 which includes industries, factories, eateries, hotels and bakeries etc. 1998 (67.8%) were found to be satisfactory, while 33% were issued abatement notices and improvement processes are ongoing so as to attain desired standards.

 

• Staff Clinic Alausa
• A total number of 16,773 Patients were seen from May 2016 to March 2017. The Top three diseases seen during this period were Malaria – 10,664, (63.6%) followed by Hypertension – 2,255 (13.4%) and Upper Respiratory Tract Infection – 994 (5.9%).

 

• Lagos State Ambulance Service (LASAMBUS)
• His Excellency, the Governor of Lagos State, Mr. Akinwunmi Ambode approved the procurement of 10 new Mobile Intensive Care ambulances thereby expanding the State’s ambulance fleet from 23 to 33 in April 2016
• 114 additional health care workers were engaged.
• Launching of DVD to enlighten the public on Lagos State Emergency response co-sponsored by Shell Petroleum Nigeria Exploration Company (SNEPCO) and Lagos State Government in November 19^th, 2016.
• Training of 33 LASAMBUS personnel on First Aid Technique organized by SNEPCO in December 2^nd, 2016.
• REGULATORY ACTIVITIES
• Pharmaceutical Services
• Drug Quality Control and Analysis – 415 samples of drugs, water, cosmetics and herbal products were analysed.
• 268 patent medicine shops were inspected and 295 applicants recommended and approved for licensing; 80 Patent Medicine Vendors were trained on the use of Rapid Diagnostic Test (RDT) for malaria parasites. 126 illegal pharmaceutical outlets were raided and sealed.
• Awareness campaign on drug abuse and drug trafficking control was conducted in 3 Public Secondary Schools. 200 copies of drug abuse awareness booklets were printed and 500 participants attended the United Nations (UN) day celebration at City hall Lagos in June, 2016.
• For the Supply Chain Logistics Management, A Pilot last mile distribution of public Health commodities was done in May, 2016 and 4 Quarterly Stock Status Report (QSSR) were developed and printed to ensure no stock out of any of the essential commodities at the health facilities.

 

• Traditional Medicine Board
• 400 TBAs were presented with certificates of participation in best practices of maternal, neonatal and child care on 12^th May, 2016. This would invariably establish and strengthen the referral system between orthodox health workers and TBAs in the State.
• A total number of 325 Traditional Birth Attendant Practitioners were registered by the board in Y2016.

 

• Lagos State Blood Transfusion Services
• The Agency in collaboration with District 9110 Rotary Club made voluntary blood donation a signature project and this was launched in November, 2016 with the aim of donating 1000 units of blood in one year. 350 units of blood have been donated so far by members of the club.
• A total of 104 donor drives were carried out in various corporate organizations by LSBTS within this period resulting in the recruitment of 3,694 voluntary blood donors. Public hospitals contributed 30 % of the total voluntary non remunerated donor recruitment.
• In the last one year 33,462 donors were recruited from the public hospitals as family blood donors (Replacement and donors from antenatal clinics), while 44,287 units of blood were collected by registered private blood banks.
• A total of 86,419 units of blood were screened for both private and public blood banks during the last one year out of which 82,016 were released for use.
• In the course of one year, 6 new private blood banks were registered for accreditation while 4 were closed down because of the inability to maintain the State’s criteria for registration. There are 84 accredited private blood banks which are regularly monitored by LSBTS.

 

• Health Facility Monitoring and Accreditation Agency (HEFAMAA)
• A total number of 1795 facilities were monitored, 321 public hospitals were monitored, 34 hospitals were closed and 21 petitions were received by the unit.
• 1917 hospitals renewed their registration, 161 new certificates were issued and 309 new facilities were inspected for registration.

 

 

 

• HEALTH MANAGEMENT INFORMATION SYSTEMS
• NHMIS training for private health facilities was conducted in collaboration with Strengthening Health Outcomes in the Private Sector (SHOPS) to enhance data quality and improve data management. A total of 120 participants were trained at two venues concurrently from the 1^st of March to 3^rd of March, 2017.

 

• HEALTH FINANCINIG: STATE HEALTH INSURANCE SCHEME (LSHS)

 

To actualize the Lagos State Health Scheme Law signed into effect in May 2015, a Core Implementation Team (CIT) was set up comprising of relevant technical persons and stakeholders even from the private sector and donor community to draw up a blueprint to facilitate the effective roll-out of the Scheme.

A summary of the progress made with respect to necessary activities/initiatives  deemed necessary for the Program’s successful implementation are as follows:

 

• Actuarial Studies: An Actuarial Study was conducted to serve as an objective basis to inform decisions on the design of benefit structures, reimbursement standards, and the effects of proposed government standards on the cost of healthcare for the LSHS. The premium cost has
• been determined as a fixed cost lower than the actuarially determined cost for the benefit of Lagos Residents in terms of affordability.
• Fiscal Space Analysis: This study to identify available and additional financial resources for the LSHS in short and medium term to safeguard sustainability has been concluded. The Fiscal space Analysis model has been finalized, based on the current position of the State on the premium, the coverage for poor and that for civil servants.
• Provider Payment Mechanism determination: The PPM provides the basis for a contract/relationship between the purchaser of health and the provider. Capitation and Fee For Service (FFS) are the major mechanism selected for paying the providers.The document has been finalised and details with regards to implementation are being finalised with the active engagement of relevant stakeholders – principally, would-be Providers and Health Insurance Agents.
• Health Financing Governance Structure Assessment: the focal objective of this study was to assess gaps in institutional Capacity of the State’s Health Financing Unit and to inform systems strengthening. The governance structure has been finalized, gaps identified for the purposes of developing an Implementation Plan to strengthen the structures and ensure sustainability.
• Operational Guidelines for the scheme has been concluded, this is to provide a framework to guide the operations of the Lagos State Health Management Agency (LASHMA).
• Business Process Manual (BPM): The BPM which details how the day-to-day activities of the organization would be executed has been concluded for use by LASHMA.
• Development of ICT Platform: The effective and efficient implementation of the Scheme by LASHMA is hinged on the existence of a robust ICT Platform. To jumpstart the development process, a study tour was conducted to Kenya from December 12^th-14^th, 2016 with a view to observing the ICT system of its Health Insurance Program as a practical and learning experience. A collaborative effort with the Ministry of Science and Technology, The ICT architecture is currently being developed with the support of Pharm-Access utilizing the Agile Method to facilitate simultaneous development of the Platform and timely completion of this vital tool and the International Finance Cooperation (IFC)/ World Bank is providing Quality Assurance for the entire process.

• Operationalization of the Agency: The appointment of the General Manager of Lagos State Health Management Agency (LASHMA) has been concluded and the engagement of a Consultant to mid-wife the selection process for the Agency’s Management Team in the final stages.

• Advocacy commenced with active engagement of relevant stakeholders critical to the success of the scheme and is on-going. A robust Advocacy and Social Marketing Program has been designed to facilitate the awareness and buy-in of the good people of Lagos State and is to be rolled-out in June with the support of a consultant. The active engagement of the informal sector critical to the sustainability of this Scheme is considered a priority and to this end a strategy for same has been initiated with the support of MDAs interfacing the informal sector on various fronts. Groups thus far engaged include:
• Professional Groups: HMCAN, HCPAN, PSN, ACPN, AGPMPN, AGPNPN, ALSN
• Informal Sector: LASCOTA Executives, Heads of Artisan Groups, Annual General Meeting as its Artisan’s Day celebration, BOT Members of the State’s Pilot CBHIS’, LACSOP (Umbrella body of CSOs).
• Public Formal Sector: HOS, PSO, ESTAB, CSC, LGHSC, LAHASCOM, PENCOM, CSPO, HSC, PHCB, LASUTH
• MDAs interfacing with “Organised” Informal Sector i.e. Groups, Associations, Cooperatives etc.

The Soft Launch of the Scheme is planned for June while effective roll-out is to commence in November.

 

1. TOTAL ACHIEVEMENTS OF THE MINISTRY IN THE LAST TWO YEARS (A LITTLE REMINDER OF SUCCESSES FROM EARLY 2015)

 

• UPGRADE OF INFRASTRUCTURE

 

• Lasuth & Lasucom
• In an attempt to reduce patients waiting time to the barest minimum and go paperless, the Hospital commenced a pilot implementation of Electronic Health Records System (EHR) in partnership with Software Business Solution Consulting Nigeria Ltd at the Family Medicine and Physiotherapy Departments.
• With the acquisition of BTL-5000 electrotherapy machine, the Physiotherapy department has been able to determine the extent of nerve injuries and possible prognosis by conducting Strength Duration Curves. Also, better treatment outcome in patients with nerve injuries has been achieved due to its efficacy.
• Establishment of a ward for the department of Physiotherapy which has facilitated better service delivery to the in-patients who require rehabilitation.
• The establishment of a side laboratory to assist in prompt diagnosis and management of patients at Medical Emergency.

 

• Secondary Health Facilities
• Commissioning of the Accident and Emergency Centre in Ikorodu General Hospital.
• Commissioning of Agbala Paediatric Health centre, Ikorodu.
• Procurement and installation of 22 generators for the State General Hospitals and LASUTH.
• Purchase of 26 Ambulances for State General Hospitals and LASUTH.
• Procurement of 26 units Mobile X – ray Machines for State General Hospital and LASUTH.

 

• HUMAN RESOURCES FOR HEALTH

 

• During the period under review, the State Government was able to proactively manage all issues capable of threatening the harmonious relationship between the Government and various Unions representing employees in the state health sector with immense political support of His Excellency, The Executive Governor and Honorable Commissioner for Health, the health sector has recorded unprecedented industrial harmony since the advent of Governor Akinwunmi Ambode’s Administration in May 2015.

 

• LASUTH
• The Third Lagos State Government sponsored Cochlear Implant Surgeries were carried out on eight (8) deaf patients in LASUTH without foreign Doctors’ support in June 2015
• The first successful Bone Bridge Surgery in West Africa was carried out in the hospital in December 2015.
• LASUTH had its first successful Kidney transplant on 11th November 2015 carried out by entirely LASUTH team of Urologists and Nephrologists. Patient was discharged in good condition on 1st December, 2015.
• Vision Care and South Korean Community in Nigeria provided free cataract surgeries for over 120 Lagosians. Outpatient treatment was also provided for over 250 patients. 100% success rate was recorded during the mission which was held from 9th – 13th November 2015. The Vision Care and South Korean Community left some softwares for the hospital to complete identified surgeries.
• Thirty-one (31) Resident Doctors were engaged and they assumed duty with effect from 24th August 2015.
• Twenty-five (25) House Officers and thirty-one (31) Interns were also engaged. They resumed duty on the 24th August 2015.
• LASUTH was awarded the World Quality Award 2015 in PLATINUM category by the Business Initiative Directions (BID). With this award, LASUTH is internationally recognized as a driving force for quality and excellence.

 

• Health Services Commission
• A retreat for heads of various departments and units in all formations of the health sector in the state was held at Golden Tulip, Hotel, Amuwo-Odofin, Lagos in November 2015. The retreat which had over 500 participants in attendance was adjudged to meet the twin objectives of enhancing unity and cohesion among the various professionals in the Lagos State health sector and updating participants’ knowledge and competencies in an attempt to increase productivity and efficiency. Another edition is planned for the fourth quarter of 2017.

 

• LEADERSHIP AND GOVERNANCE

 

• Lagos State Health Scheme Core Implementation Team was inaugurated on the 13^th November, 2015.

Service Charter

• An integrated quality task force was instituted and distributed to carry out service delivery quality exercise at the secondary healthcare facilities to audit services rendered at the various hospital unit.
• A sensitization forum on Service Charter was conducted at the Primary Health Care Board in March 2016.
• PROGRAMS

 

• Integrated Maternal Newborn and Child Health Unit (MNCH)
• Two rounds of NIPDs (National Immunization Plus Days) were conducted to attain WPV (wild polio virus) free status in the state since 2009. Total children vaccinated – 4,415,215 (96% of the target population) in early 2015.
• Two rounds of Year 2015 Maternal Newborn and Child Health Week were conducted. OPV3/Penta3 – 12,207, Measles/Yellow fever – 8,879, Vitamin A (6 – 59 months) – 2,156,518, total de – wormed – 924,282, HIV Counselling and Testing (HCT) 3,953 Pregnant women were screened, 1942 children were screened and 12 were referred. Family planning commodities issued, IUD – 278, implants – 164. KHHP – 110,016, total number of births registered – 7655 and 7,310 LLINs issued.

 

 

• Reproductive Health
• Twenty reproductive health officers from the 20 LGAs were trained on facilitating skills and updating on the causes of Neonatal Death and Helping Babies Breathe at birth in other to reduce Neonatal Mortality in 2015.
• A total of Ten health workers drawn from the public health facilities in the state were trained on facilitation skills through competence based teaching and practical skills to improve their capacities on Long Acting Reversible Contraceptives (LARC).

 

• Lagos State Ambulance Service (LASAMBUS)
• His Excellency, The Executive Governor of Lagos State, Mr. Akinwunmi Ambode graciously approved the creation of 14 new LASAMBUS operational points, in July 2015 and these were commissioned in August 31, 2015.
• REGULATORY ACTIVITIES

 

• Pharmaceutical Services
• 715 samples of drugs, water, cosmetics and herbal products were analysed in the year 2015.
• During the regulatory activities of Pharmacists and Pharmacies in the State, in this period, 524 Patent Medicine Shops were inspected, 865 applications received and recommended for approval for license, while 302 illegal Pharmaceutical outlets were raided and sealed.
• In the early part of Year 2015, the Drug Abuse and illicit Drug trafficking Control in Lagos State created awareness campaign on the effect of drug abuse and illicit trafficking in 3 Public Secondary Schools and 1 motor park, and 1050 participants attended the UN day celebrations.
• 4 pilot Last Mile distributions of Public Health Commodities were done during this period to the Public Health Facilities in 2015.

 

• Traditional Medicine Board
• A total of 300 newly registered traditional medicine practitioners were re – oriented in Year 2015.
• There was collaboration with LSACA Lagos State Aids Control Agency to train TBAs from 5 divisions of Lagos state on EMTCT (Elimination of Mother to Child Transmission of HIV/AIDS) and Universal Safety Precautions. Over 1,000 TBAs were trained on PMTCT and Universal Safety Precaution; thereby reducing the risk of transmitting HIV/AIDs to the unborn child of a positive mother.
• In line with the mandate of West Africa Health Organization (W.A.H.O) to all ECOWAS states to train traditional medicine practitioner on herbal management of the six priority diseases in West Africa, this was conducted for registered TBAs in the State in 2015 and 2016, to ensure adequate knowledge and management of Diabetes, Hypertension, Tuberculosis, HIV/AIDS, Sickle Cell Anaemia and Malaria.
• A family planning training program in collaboration with NURHI (Nigeria Urban Reproductive Health Initiative) was conducted for 200 TBAs in 10 selected LGAs to develop TBAs interpersonal communication skills for counselling women in the reproductive age group for the need to accept family planning which is subsequently aimed at increasing the uptake of family planning services in the 10 selected LGAs which were Alimosho, Ibeju – Lekki, Ojo, Agege, Kosofe, Ajeromi – Ifelodun, Lagos Mainland, Mushin, Badagry and Shomolu.
• The Traditional Medicine Board in collaboration with APIN Public Health Initiative trained 240 TBAs in 7 selected LGAs on Universal Safety Precaution to bridge the knowledge gap of TBAs on infection prevention and control in health care settings. The 7 selected LGAs were Alimosho, Mushin, Ifako – ijaiye, Ibeju – Lekki, Etiosa, Amuwo – odofin and Ikeja.

 

• Lagos State Blood Transfusion Services
• A total of 96 donor drives were carried out in various corporate organizations by LSBTS within this period resulting in the recruitment of 4179 voluntary blood donors. Public hospitals contributed 28% of the total recruitment. The voluntary blood donors were recruited through mobile drives, fixed donor centers and blood mobile.
• During this period, 32,619donors were recruited from the public hospitals as family blood donors (Replacement and donors from antenatal clinics), while 40,843 units of blood were collected by registered private blood banks.
• A total of 73,082 units of blood were screened for both private and public blood banks during the last two years out of which 69,780 were released for use. 4.5% of these units were discarded due to transfusion transmissible infections (TTI’s). Of the73, 082 units of blood free from TTIs in the last two years, 95.5% were used.
• 189 units of blood were prepared as blood components (Red Cell Concentrate, Fresh Frozen Plasma and Platelets), 70% were used.
• 8 new private blood banks were registered while 6 dropped blood banking being unable to maintain the criteria set for their registration. There are 84 already accredited private blood banks which are being regularly monitored by LSBTS.

 

• Health Facility Monitoring & Accreditation Agency (HEFAMAA)
• A total number of 875 facilities were monitored, 7 public hospitals were monitored, 8 hospitals were closed, and 18 petitions were received.
• 1898 hospitals renewed their registration, 101 new certificates were issued and 242 new facilities were inspected.

 

• FINANCING STRATEGY FOR THE SECTOR

 

Resources such as private capital and entrepreneurial management are harnessed in sector- specific private participation through PPP initiatives. These partnerships ensure that the role of government shifts from being that of sole provider to that of enabler and facilitator in a win- win business relationship with private investors.

 

• A retreat was held by the Core Implementation Team on the operationalization of the Lagos State Health Scheme law on the 17^th – 19^th December, 2015 to identify the critical steps for implementation of Lagos State Health Scheme (LSHS) Law which includes; design of the benefits package, Impact evaluation for the LSHS, fiscal space analysis for sustainability, recruitment of the General Manager, Operational Guidelines, Business Process Manual, actuarial studies for estimation of the cost of the proposed Benefit Package and Provider Payment Mechanism (PPM).

 

• REVITALIZATION OF PRIMARY HEALTH CARE
• Sensitization meetings were held with LGA Chairmen on the challenges of the health sector at that level so as to proffer solutions.
• Laboratory services commenced at Epe and Oloja PHCs to achieve integration of medical laboratory services into the health system.
• Training of 400 TBAs in 9 secondary Health facilities in collaboration Lagos State College of Health Technology.

 

• PARTNERSHIPS FOR HEALTH

The Private Health Sector accounts for over 55% of healthcare services within the State. Involvement of the Private sector is harnessed to fill the gaps for improved service delivery.

• The Lagos State Health Sector PPP Steering Committee was inaugurated on Monday, 24^th February, 2016; while the PPP Technical Working Group was inaugurated and the maiden meeting was held on March 8^th, 2016.

• Renovation of Staff quarters General Hospital Lagos
• Completion of the Renovation/upgrading of Epe General Hospital, Epe (Phase one)
• Construction of Public Toilets at Gbagada General Hospital
• Construction of sewage treatment plant in General Hospital Lagos
• Renovation of staff residential quarters at Ikorodu General Hospital
• Remodelling and upgrading of Apapa, Ifako ijaiye, Epe, Mainland General Hospitals (Phase one), Gbagada, Orile – Agege, Ikorodu, Agbowa General Hospitals and LIMH (Phase 2).
• Supply and installation of General Outpatient Department hospital equipments, hospital Theatre equipment, hospital anaesthesia equipment and hospital laboratory equipment
• Provision of CCTV Camera in 13 state health care facilities in the state
• Procurement and installation of additional mortuary refrigerators at Ikorodu and Mainland Hospital Mortuaries.
• Completion of construction of MCC at Epe and Badagry General Hospitals, also at Lekki, Eti –osa.
• Completion of construction of perimeter fence, entrance arcade and car park at Lekki MCC Eti – osa.
• PRIMARY HEALTH CARE BOARD
• Renovation of selected 37 PHCs in the state to be funded by the State Government.
• Ongoing renovation of the Powerline, Ikosi, Simpson PHCs by the State.
• Renovation of the ItaElewa PHC as part of the counterpart funding with PATHS2, awaiting certification by the Ministry of Works and Infrastructure.
• Procurement of Medical and office equipments in 51 PHCs with basic infrastructure for improvement in service delivery to be funded by the State Government.

 

• PROGRAMS

 

• Integrated Maternal Newborn and Child Health Unit (MNCH)
• A total of 96 health workers for the 4 batches of IMCI Plus REW training conducted for Health workers, Medical Officers, Nurses and CHEWS participants were drawn from the 20 LGAs, it is still ongoing.
• To conduct 2 rounds of Maternal Newborn and Child Health Week State wide, June and November, 2017.

 

• Reproductive Health
• Bi annual capacity building of 20 health care providers on Long Acting Reversible Contraceptive devices; Monitoring of RH/FP services in Health facilities in the State and logistics for requisition of family planning commodities for the State.
• Distribution of family planning commodities for the State to ensure no stock out of FP commodities in all the health facilities.
• Two MCMR town hall meetings planned to be conducted before the end of the year.

 

• EKO Medical Mission
• This year, there is an ongoing Lagos State Free Health Mission with a plan to visit all the 20 LGAs in the state. So far, 9 LGAs have been visited remaining 11 LGAs to be visited before the end of the first half of the Year.

 

• Epidemiology (Disease Surveillance) unit
• Continuous active case search and enhanced surveillance for priority diseases in the State leading to detection of pockets of gastroenteritis cases and other IDRS diseases from January 2017 till date.

 

• Laprosy & TB unit
• Mapping of the private health facilities (formal and informal) offering ANC and HIV Counselling and Testing (HCT) for the scale up of HCT services in the State.
• Instalment of Two (2) GENEXPERT Machines for the remaining 2 Local Government Area; Ibeju Lekki and Somolu LGA for prompt diagnosis of TB.

 

• State wide wellness week
• 5^th Round State Wellness Week entailing screening for Hypertension, Diabetes, Cancers of Breast, Cervix and Prostate in Lagos West Senatorial District.

 

• Environmental Health
• Collaboration with Ministry of Environment on Pollution Management and Environmental Health (PMEH) program
• The State Ambulance Service (LASAMBUS)
• Renovation of all existing LASAMBUS operational Standby – points which is in line with the Lagos State Vision.
• Training of the personnel to meet international standards and certification.
• REGULATORY ACTIVITIES

 

• Pharmaceutical Services
• 100% sustained availability of Essential Medicines in all Public Health Facilities through the Sustainable Drug Revolving Fund (SDRF) before the end of the year.
• 4 Major and 6 Mini Task Force raiding exercises are to be conducted to rid the state of illegal drug outlets.

 

• Traditional Medicine Board
• The Traditional Medicine Board is working towards achieving a 200% increase in the turnout of registration of practitioners in the State before the end of the year 2017.

 

• Lagos State Blood Transfusion Agency
• The goal of the State Government is to shift from coercive blood donation to voluntary blood donation in order to provide safe and adequate supply of blood, and also reduce maternal mortality.
• Hospitals are being encouraged to also intensify efforts on recruiting voluntary blood donation while LSBTS is also working on strategies to recruit more voluntary blood donors.
• Goal is to have only voluntary blood donors as the source of blood (100%) in Lagos State.

 

• HEFAMAA
• The Agency’s website (e – hefamaa) would be established to make the working relationship with all health facilities and the general public smooth. It would be hosted on the internet soon.
• Repositioning of HEFAMAA – GIS mapping of facilities and revision of monitoring tools.

 

• HUMAN RESOURCES FOR HEALTH

 

• Health Service Commission
• Approval for critical workforce of a total of 874 staff was obtained and the commission is in the process of implementation.

 

HEALTH FINANCING

• Production of necessary documentation for LASHMA and the LSHS including Standard Treatment Guidelines, Disease management Guidelines, Service Level Agreements with Providers and Health Insurance Agents etc.
• Establishment of the LSHS Steering Committee to fast-track multi-stakeholder (sectoral) decision-making and implementation of the Scheme
• Inauguration of the LSHS Board – Nominees received in compliance with statutory requirements of the Law.
• Finalize the details of the Provider Payment System with the relevant stakeholders – Health Insurance Agents and Providers.
• Commence Procurement Process for Health Insurance Agents who will provide administrative and certain technical functions for and on behalf of the Agency in the implementation of the Scheme.
• Commencement of Empanelment Process for Providers who meet the criteria/standards as presented by HEFAMAA.
• Finalize the building of the ICT Platform for the Scheme with testing of same towards a complete roll-out in November.
• Soft Launch of the Scheme to start in June vide the commencement of mass Sensitization of all strata of Lagos Residents and Social Marketing involving sustained multi-pronged/faceted consumer engagement. Particular focus will be on actively and creatively engaging the informal sector on whose buy-in the success of this Scheme is largely dependent.

Distinguished ladies and gentlemen of the press, I want to use this medium to say a special thank you to His Excellency the Governor of Lagos State, Mr. Akinwunmi Ambode for his visionary leadership and commitment in making the health sector in the State comparable to international standards.

 

My sincere gratitude goes to the First lady, Her Excellency Bolanle Ambode and members of COWLSO who graciously attend all our health intervention programs. I say, thank you for your support. I also thank the Chairman and members of the House Committee on Health for their support.

 

The celebration of Lagos at 50 underscores the critical role of the health sector in the attainment of excellence as a state. Looking back I can confidently say that during this period the Health Sector has made great progress. More than 4 million people had access to our facilities and more than 80,000 have been seen at the medical mission for the treatment of common ailments at the grass roots. There is a renewed vigor to kick start the Lagos State Health Insurance Scheme to improve access to healthcare services.

 

In fulfilling our mandate to ensure every citizen has access to equitable health, I must acknowledge the complementary roles of the Ministries of Women Affairs and Poverty Alleviation, Agriculture, Rural Development, Local Government and Chieftaincy Affairs, Justice, Works and Infrastructure, Environment/LAWMA, Science and Technology, Special Duties and Housing as well as the Electricity Board, Lagos State Water Cooperation and Lagos State Infrastructure Asset Management Agency (LASIMA) has been absorbed in the effective implementation of Ministerial programs and projects.

 

I want to appreciate the immense  contributions of Donors, Developmental and Implementing partners WHO, UNFPA, UNICEF, PATHS 2, JICA, FHI/GHAIN, SuNMap, APIN,MSF, GF, IHVNEU- PRIME, Measure Evaluation, HSPF, EU – SIGN, HFG, IFC and many more for their financial and technical support. The Ministry has also had to collaborate with many professional bodies- MDCN, NMA, AGPMPN, PCN, and NANNM, Association of Laboratory Scientists etc. on issues relating to policy formulation, regulation and welfare. Your unwavering support, cooperation and belief in this administration are highly acknowledged.

This brief will not be complete without thanking many of you for being responsive stakeholders whose support, goodwill and embracement of our modest efforts has sustained our service rendition. This administration is resolute in its commitment to increase investment in infrastructure and human capital development to encourage best practices and inspire health workers with the most efficient tools of their profession.

Finally I say thank you to the human capital in the Ministry, LASUTH, Health Service Commission, Hospital units and affiliated agencies who  have worked relentlessly  to bring us this far.
